This is when:

In the Seattle and Tacoma area, prime golden hour spots like Alki Beach, Kerry Park, Snoqualmie Point Park, Kubota Garden, and PLU or UW campuses begin booking up quickly for April and May.

When Do Students Get Their Caps and Gowns in Washington?
Most Washington high schools and colleges distribute cap and gown regalia in late April or early May.
